Ask each buyer to open a return request for an item not as described so you can issue the return labels. Refund when returned. If the buyer still wants their item, invite them to buy it again, perhaps with a small discount for the inconvenience.
I know it is tempting to ask each to ship to the other, this often just makes it worse, with 1 buyer with 2 items and the other with none.
