If you tell us what your issue is we can probably tell you how to get resolution and where to get it.
Things we need too know are:
When did you purchase the item and what is/was the last estimated delivery date for it?
Did you receive the item and it was damaged, the wrong item, the wrong quantity...?
Do you have tracking that shows Delivered but you did not receive anything?

are you an agent? none of your logic is relevant when ebay does not provide an option for the situation. already sent two feedbacks describing events and this is my third. order placed 6am saturday order 09-12391-20512. request to cancel sent in 20mins. 24hrs later 6:09am sunday received email seller refused to cancel because item had shipped and second email 6:09 sunday with tracking 9200190373546401227216. my request to cancel was 24hrs before seller assigned tracking. it's a matter of common courtesy. buyers have a right to cancel an order in less than 30mins or even a few hours. refusing to cancel is dishonesty.
the AI assistance and phone assistant do not let allow transfer to live agent. if i start a return ebay will tell me to wait 3 days to hear from the seller and the seller has already dishonestly refused to cancel before they assigned tracking. i have contacted ebay by phone before. i believe management has made more difficult to get to an agent.
what's your probability of telling me where to get a resolution now?

None of us responding to posts on these community boards are ebay employees. However we are all long time buyers and sellers who know ebay's policies and the issues with some of them.
No matter when you request cancelling a transaction, the seller has to agree to it. When you paid you entered into a contract with the seller. One party to a contract cannot unilaterally cancel the contract, they need the second party to agree. Read the info in the link below about cancelling orders on ebay.

If your cancellation issue is with the gear seller, they did not respond quickly because they are actually located in China. Those sellers use an automated system that almost immediately transmits an order to the warehouse they ship from, a tracking number is issued at that time and it is very hard for them to cancel the order, especially when the warehouse is in the U.S. because of the time differences.

i entered no contract any more legally binding than purchasing at a retail store in person or online. in the United States we have consumer protection laws ebay must obey that you apparently do not know or believe in. i understand automation assigns a label and tracking when order placed. i understand it china. that does not erase my consumer rights ebay will obey. i did not receive tracking information for 24hrs and only after seller refused. i have 30 days to return anything even if they do not accept returns under special circumstance. are you going to tell me seller's refusal to cancel is automated? that's dishonest. seller had opportunity to cancel as a courtesy and chose to steal my money. that does not erase my rights on a retail purchase. the item is in the KY managed by ebay and very capable of cancelling. someone just did not want to. they will change it.
you didn't answer my question. what happened to your promise to probably tell me how to get it resolved or where to get? if ebay will not respect common courtesy and laws. i will dispute with my card because the bank will care about the 24hrs they waited before denying to cancel.

What Promise? All I said is we might be able to help you. In this case there was nothing I could do for you beyond directing you to ebay's cancellation policy? Even had you reached an ebay rep, they would have to tell or direct you to the same policy.
FYI, you did not buy anything from ebay, you bought from an individual seller and that is why you can only REQUEST a cancellation which ebay will forward to the seller who needs to agree, and ebay does not require sellers to agree to the request.
You can't do anything through ebay until you either receive the item, or the last estimated delivery date has passed by one day without receiving it.
As far as your card provider is concerned they may not allow a charge back until you have received the item or it doesn't get delivered. You may be required to send it back on your own dime, in order to for a charge back refund to be issued. They may also look into ebay's cancellation policy and turn down your charge back request.

you talk a lot and know little. the seller is unreasonable and when ebay chooses to be mediator they accept authority to do the right thing, same as buying it from ebay, so wrong again. i out smarted the phone AI (there's no option for cancellations) got thru to an agent and ebay made a decision to refund the charge before delivery. your ebay worshiping is a waste of my time

If you looked up a number online to reach an ebay rep, you did not reach anyone connected with ebay. If you did get a call back from an ebay rep, the only way phone contact can be made, you got lucky, because ebay gives seller's 3 days to respond to requests and still does not require them to agree.

i've received call backs before. not my first time dealing with the system. i've had sellers and rules over ridden before. 866-540-3229 is the number i've used for a few years with success. they change up the system and now the AI. it may take more than one call, but create a story it can't deal with. the first time it continued to refuse. the second call i changed it up a bit and got connected to an agent. the online chat is more difficult.
anyone who makes a reasonable request to cancel should be honored regardless of a bad rule. cancelling within 30mins an hour or 24hrs is not unreasonable. i don't go for the rule bull **bleep**. when you give in to a bad rule the criminals will take advantage of it. ebay is the mediator with decision making power over both sides. therefore, any rule can be judged different than written.
