@starryeyedranch The seller can have a handling time of 0 to 40 day, weekends do not count as handling days. They just have to make sure that the item arrives by the LAST estimated delivery date.
Look for the last estimated delivery date in your purchase history. You can file a refund request when the item is at least a day late. If tracking shows movement I recommend waiting a week or so for postal service delays.
You have 30 days from the last estimated delivery date to file a refund request on eBay.
