Starting May 15th, eBay will start charging sellers a shipping fee which I don't feel is fair since the buyers are also charged a shipping fee.

What makes you think this?
Remember the buyer pays you the shipping cost shown in the listing and you buy the postage.

The amount the buyer pays for shipping is given to the seller by eBay (minus eBay's fees).
The seller has to pay for the shipping label because the seller is the one with a package that needs to be shipped.
