my buyer says ebay has some deal with the USPS and, for an item weighing 32 lbs in a 48X12/12 box, the cost from Minneapolis to Seattle is $18.30. Online at USPS the cost is more like $125. Who is right?

Well of course USPS is the correct source - they set their pricing, not your buyer.
The cost to ship is based on class of service, weight and size of package, and distance between you and the buyer.
When you print your labels through eBay, you receive a small discount, but that hardly covers your fees and packaging supplies. Your buyer's expectation is way out of line.
