How do you ship items so light weight and get tracking for it? Ebay does not allow me to put my own price for shipping ...its only what they offer and there is no $1.00 for shipping.

Only first class letters can ship for under $1, and eBay doesn't print letter postage. You would simply put a stamp on a letter, and there would be no tracking.
The exception is eBay Standard Envelope for items under $20 that are listed in qualifying categories (trading cards, coins, postcards, and stamps.)

ebay only has tracking on the items that use ebay shipping. If you want to use first class LETTER rate, using a postage stamp, you will not have tracking, so if the buyer states they never received the item, you will be required to refund item price + shipping.
To have tracking on your package you will need to use Ground Advantage. There is a price for up to 4 ounces, and you have to make sure your package qualifies as a package (at least 3/4 inches thick or lumpy is the easiest to remember).
