I have listed an item on auction,, ebay sold it for the first bid with out asking me to accept or decline,,

how can such a thing happen?

When you sell with an auction, you set the opening bid - this is the price you said you would accept.  There is no accepting or declining, since you set the price.

You started the auction at .99 .  If there is only one bid, it will sell for that amount.  Always start your auctions at the minimum price if there is only one bid.

It happened exactly the way it was supposed to happen.  You set a price, someone bid, and it sold.  Now you ship once they have paid.
