same tracking No. to different items purchased by the buyer

Buyer 

purchased different items , which we agree to be combined in one shipment, but I'm not able to plug this same track No. to the different items, because it come out 

   "This tracking number is already associated with another active shipment."

Could pls have some suggestion to overcome such problem ?
