@adorelur You can not revise a listing that has bids, open offers, or less than 12 hours on an auction.
If none of those apply then try using bulk edit on a computer. Select at least 2 items. Once you are in bulk edit you just want to put a checkmark next to the item(s) you want to change your return policy on.
How to use bulk edit:
1. Go to this active listings page : https://www.ebay.com/sh/lst/active
2. Put a checkmark next to at least 2 items.
3. Select edit from the top of the list
4. Select the items you wish to edit
5. Select edit fields on the upper left> return policy> edit and submit
