I have net all requirements and returned the utem as requested in the manor requisted.  The item arrived when it was supposed to and was signed for by the seller. Its been a week now and I have yet to recieve a response or refund. I have already left 3 messages and still nothing.  I just want my money back for the item that was incorrect. How do I get evay to step in and help so I can get the right part and my money back?

If you filed the Returns Request via ebay, printed and used the shipping label, once tracking shows DELIVERED, the seller is suppose to refund you within 2 days.  If no refund, go back to the case and click Ask ebay to step in, to force the refund.
