if you returned a item back to a china seller for refund and tracking does not show delivered then ebay and paypal denies your refund and china ebay seller steals your money with the help of ebay and paypal. what do you do?

You could try asking your credit card issuer for help. Unfortunately, they may not help either since you do not have proof of delivery. Does the tracking at least show the package going into China.

funds were in paypal. tracking show leaving chicago on feb. 17 and stops. shown emails to paypal and ebay that seller agreed to refund. but nothing.

Well darn, usually credit cards are a bit more forgiving and will open the dispute. But since that is not an option, I am out of ideas.
I just checked the usps list - China is not a country that provides electronic delivery confirmation data back to usps. I think you would have had to use a courier service like UPS or DHL to get delivery confirmation.

USPS provides tracking to China if you return it using calculated Priority Mail which is a minimum cost of over $50. If you use a cheaper First Class label it won't ever show delivered, just that it's in transit.

Yes, you are correct - I should have qualified my response to include 'for FCMI packages', and included priority as a possible service to use. Probably still too expensive for the OP, but worth listing. Thanks!
