how do I issue a return shipping label for buyer to return something she says is broken

This is how a Return Request works:
The easiest way is to have the buyer go to his/her Purchase history, locate the item. Click on RETURN THIS ITEM because it is Not as Described. S/he will need to click on More to see that option. The seller will need to provide a prepaid shipping label for its return. The buyer prints out the label, affixes it to the box, and has the counter clerk scan the label. When tracking shows DELIVERED back to the seller, the seller needs to refund the buyer within 2 days. If no refund, the buyer goes back to the case and clicks on Ask ebay to step in, to force the refund.
If you paid for insurance, you do not want the item returned.
If it has been less than 30 days, ask the buyer to send photos of the outer packaging, the shipping label, the inner packaging, and the broken item. Have the buyer set all of that aside in case the carrier wants to inspect the item. Refund the buyer. Then log into USPS.COM and file an insurance claim (if you sent the item with insurance (priority and ground advantage includes $100 of insurance coverage), and upload the photos the buyer sent you. If accepted, the USPS will send you a check.
