return label issue

purchased a pair of sneakers like the kind I had before because my balance is not good. Usual size didn't fit, besides right sneaker really slippery. wanted to return only to find out buyer has to purchase return label. did a postal estimate because it is Canada for a lousey 1.7 # $22.10. wanted to try to save $$ and purchase label from ebay, told no can do cuz its Canada. Told the whole story to ebay who told me I would have my refund in 3 to 5 business. I called yesterday to see where it was and told no can do. Wish I had taken down the person's name who told me I could have my refund.

I don't know why the rep would tell you that you did not need to return the shoes for a refund.
