repeated bid cancels by same person- another vendor-using different accounts

Hello,

So I have an individual bidding on my items - a competitor coin vendor - who then waits until the day before the auction is up and sends me a message asking to cancel his bids.  I have blocked him as a buyer - and he just sets up another Ebay account - but same guy, same address, same state.   He just did this again on two of my items and I have refused to cancel his bid and asked him to contact EBAY himself to cancel the bids.   This is the main reason I have been incredibly unhappy with my eBay experience.  There seems to be very little "law and order" on this website and when you call to ask for help - they lock the transaction for days or weeks - then you are out an item - or out your money.  Over considerable time it will be resolved - but the time wait and the hassle is just too much for me.  I'd rather go down to my local coin shop and be done with the transaction in a matter of minutes then deal with this kind of cluster.   Your thoughts??
