received wrong item,

please help,  i received a wrong item, it was supposed to be a parts for washer machine, it was wrong part, i contacted seller right away, she called me on the phone, apologized and said i will send the right one right away. and will tell you what to do with the wrong part. she never sent me a new tracking number and not responding. i opened a return case, then i thought maybe that's wrong because i never receive it. i closed it to open a case in write way. unfortunately, i cannot open a case since i closed the return case. don't know what to do . please advice.

You can not open a second return through eBay, so call your credit card issuer.  Ask them to open a dispute for a wrong item received, with the promised replacement never sent.

Then if the seller contacts you and wants the wrong part back, tell them to send you a return label.

Yes, assuming you had PayPal charge your credit card.  You could also open a dispute through PayPal, but you will have to pay the shipping to return the item.
