There is no need to contact eBay. eBay has a 30-day Money Back Guarantee for Buyer Purchase Protection. You have 30 days from the date of delivery to request a refund if the dress you received is not as described in the listing. Go to your Purchase History, select the item and open an Item Not as Described case. eBay will notify the Seller and they are required to respond with a workable solution. This Guarantee overrides an individual Seller's no return policy.
If the Seller does not respond within a few days, you can then ask eBay to step in. Do not let the Seller string you along.
