What does it mean when is say buyer is "not a registered user"?

It means that someone who once was a member has either closed his account, or, more likely, eBay kicked him out.  Do you need to return an item and you've learned that the seller is Not A Registered User?  Some people say NARU for short.

The "not a registered user" buyer won the auction for my item and has not paid.

If that buyer is no longer registered, he will not be paying you.  Relist the item.
