"does not ship to you"

When I send out offers to buyers the offer says "does not ship to you" even though the buyer is in a country I ship to and FedEx and UPS (Due to PO Box issues)  are NOT in play. They message me wondering why it says "does not ship to you". What is up with this?

@timebandit900   I have heard of this happening to other sellers when they have sent out offers to buyers for buyers located in the USA even.  

 

I see that you are using the Global Shipping Program, it's possible that the item can not be imported to that country.  

 

If the buyer is in the US and are receiving this message then I suggest you respond to the ebay message with an offer.  You use the white reply with offer button.... it won't work though until the other offer expires after 48 hours.  

 

I had a buyer recently that couldn't pay with their credit card and I sent an offer from the eBay message and they were able to pay.
