Just wondering what this means? I don't think I ever bought from this seller before. I tried to message the seller several times with no response. Any ideas ?

Sellers can set automatic blocks for things like past unpaid items, addresses they don't ship to, etc.

A seller can set Buyer Requirements that  block buyers who meet or fail to meet certain criteria:

2 or more unpaid item cancellations in the past 12 or fewer months

Primary shipping address is in a location the item is not set up to be shipped to.

Has bought at least one item from him/her in the past 10 days, regardless of payment status, or is the leading bidder on at least one of his/her active auctions (possibly this has been expanded to any include any active commitment to purchase such as an active Best Offer or any bid even if it is outbid).
