Hot an I get help with receiving an item when Ebay and the seller won't respond?

If you don't receive the item by the estimated delivery date, a couple days later, open an Item Not Received case.

If the seller looks at the feedback you give other sellers, they might cancel the order and put you on their blocked buyers list.

Thanks for your reply. I already opened a case, but the seller has not replied. I don't care if they block me as they are  not helping me.  Maybe I'm missing something, but if I am not going to receive my item, then I would like to have a refund.
