payouts on hold

I've updated all my account information, but my payouts are still on hold...Ebay "help service" is completely useless regarding this...any one know of how to actually get in touch with somebody at Ebay?

Have you received payouts prior to this problem?

Does the name on your eBay account match exactly with your bank account (ie middle initial)?
