Had one bid for min bid amount on an item. Buyer has not paid after a month in spite of invoice and several messages sent to them (never received any emails from Buyer after auction closed).
Can not cancel order now. Why?

Because it's been "after a month." You only have 30 days from the transaction (e.g. end of auction, offer accepted) to cancel the order.
But since the buyer can also no longer pay after 30 days, it is safe to relist. You miss out on giving the buyer a strike for non-payment and protecting yourself from negative feedback (which can be left for 60 days) , but since eBay generally doesn't assess Final Value Fees until payment you shouldn't be out any money (other than any insertion fees).
ETA: Do not send invoices to "remind" buyers to pay. Doing so can reset the time for them to pay to 4 days after you send the invoice before you can cancel (but does not extend the 30 days after which you can't cancel). Don't even send messages as eBay already sends those reminders and getting more from you tends to tick off the buyer.

If the buyer has not paid by day 4, on day 5 the seller can file a Cancellation with the reason Buyer didn't pay. The seller gets his/her FVF credited, the buyer gets an unpaid strike recorded on his account, no one can leave feedback. Two or more unpaid strikes, and the buyer will find it difficult to bid/buy from sellers who block buyers with 2 or more unpaid strikes. Do you have your Buyer Blocks in place?

As a new seller, you are ripe for scammers. List as fixed price with Immediate Payment Required (you will need to switch to the advanced/business tool for that option, which is located in the upper right corner of the Quick Listing Tool), no Best Offers, and your listing will stay active until someone actually pays for the item.

Thanks for the info. I have sold hundreds of items over 20 years and this is the first time with non payment.
I did not realize the 30 day limit. I was giving them time to respond then forgot about it for a while.
