ebay once to charge the buyer only $10 which is insufficient for the size of the box required

You are not the first seller that this has happened to. Unfortunately you are not allowed to charge the buyer more than what was shown on the listing since that is what they made their purchase decision on.
When making a listing you should always know the packaging that you are going to use for the item and determine the weight and size correctly. Any additional shipping charge is on the seller and not the buyer.

Sellers are supposed to use the dimensions and weight of the packed box when they set the shipping cost in their listing.
eBay doesn’t set shipping cost …and cannot be blamed for the estimated postage cost being insufficient.
Buyers cannot be charged more for shipping than was shown in the listing at the time they committed to purchase the item.
I’m very sorry this happened … but what is it you expect should be done about the underestimated postage issue?

I gave the size of the box
I had no idea at that point the actual cost. Do you go to USPS and get a quote? I didn't know i could do that and it seems a waste of time.

You don’t need to know the cost. You need to enter the size of the box and the weight. eBay will calculate the shipping based on that info plus the buyer’s location.
