Someone sent me an offer on an item I am selling. I did not realize I had to check ebay within every 24 hours. I missed the 24 hour window by 5 minutes. How do i send him an offer? or counter offer?

You can't do that. Once the offer has expired, it's gone and no way to contact that Ebay member.
