I've had a number of buyers lately that do not pay and do not respond. When the system closes out the sale as non-payment and refunds my fees, does the non-paying buyer get any kind of repercussion? Nothing on my end says that they do but not sure if ebay actually does anything. I'm guessing they don't do much since it happens all too often. Does anyone know? It's really frustrating.

After four days you can cancel the transaction for nonpayment to give the buyer a strike and prevent feedback from being left. If you cancel earlier or for other reasons, the buyer will not get a strike. Final Value Fees are taken from the buyer's payment, so if there is no payment, and the seller cancels for nonpayment, there is no fee. Listing fees and optional listing upgrades are different, though. Those are due at the time the item is listed.
Add the user to your Blocked Buyer List to prevent that particular user from bidding on or buying any more of your listings, regardless of what other sellers do.

Be sure to set your Buyer Requirements to preemptively block bids or purchases from users with two or more unpaid item strikes in the last year.
You can avoid unpaid items by listing your item for a fixed price with immediate payment required and by not accepting offers.
