Why can't I men a deadbeat bidder in my description? Ebay doesn't seem to do anything about it?

@cameraman611   When a  buyer doesn't pay you can cancel the sale after 4 FULL DAYS so on the 5th day cancel as buyer hasn't paid.  This gives the non-paying buyer a strike on their account and they also will not be able to leave feedback.    Then you relist.    If the buyer has too many non payments then they can be banned from buying.

Add the buyers to your blocked list:

Set up your buyer requirements to block buyers with 2 or more unpaid items.

While you're in account settings I also recommend blocking buyers in locations you do not ship to. 

 

 

I noticed in your feedback that you appear to be using the buyers user ID in the feedback.  You should not be doing this.  eBay disguises buyers user ID's to keep their purchase information private.

@cameraman611   I know that waiting 5 days to cancel as buyer hasn't paid is not something any seller wants to do.  At least it's not 7 days like it used to be.  Also sellers fees, other than optional upgrades are not charged until the buyer pays since managed payments started.  

The buyer does have consequence for not paying, the unpaid item strike on their account.  

You can also use the form to report the buyer:  Buyer messaged me or retracted their bid with no intention of buying my item>  Retracted their bid and negatively impacted my auction

so, when I collect enough 'unpaid item strikes' I just change my name and annoy more vendors. ebay could do more for it's vendors.

@cameraman611   They do link accounts by ISP addresses, of course the determined scammer will find ways around that.
