I don't use FedEx so I'm not familiar with the process. It looks like you file with FedEx by clicking the button in the instructions.

That's my problem - I can lock in - but get an error message and no claim form

I'm sorry I can't be more help. The process for USPS is very easy, but I understand with FedEx, it's quite different.
