I know this , but I can't decrease quantity in my listings
you say about selling limit , I want change quantity to minimum , but my listings blocked

I think your only option is to end items - once you are below standard for a few months, the limitations usually include not being able to change the quantity on an existing listing, in addition to not being able to list new items.
