can I make an offer to a seller for an item that does not have the option "Make An Offer" ???

You can send them a message with your offer, use the contact seller link in the seller information section of the listing.

Sellers do not have to accept offers nor do they have to respond to messages.

If the listing doesn't have the Best Offer option, the seller is usually not interested in entertaining offers. You can still use the CONTACT SELLER option, but don't expect a reply.

Hi @iezzitrain

Absolutely! I get them on a regular basis via eBay Messaging because I do NOT use the Best Offer feature. When you send a message with your offer on a Buy it now item the Seller will often have or see the "Reply with offer" button on the message right beside the normal Reply button.

Depending on what the item is I will send one offer back with no counter offers accepted. If I have no desire to sell at a lower price I simply message them back that I will have to decline their offer.
