make an offer send button not appearing

Is anyone having trouble with the make an offer feature?  I have tried several items and entered an offer but the window never shows a send button.

If you are using a desktop browser, you should see a "continue" button appear if the offer is for a valid amount.

If the offer amount is not valid, there should be text under the amount indicating why.

If you do not see that, try another browser to rule out a display issue with your browser.
