There is no extra charge for a listing with variations. Any seller can use this format.

I guess I am not using the right vocabulary. I don't mean listing variations, but a listing wherein there are many different cards of the same set, and each one may be priced differently. How do you make a listing like this and does it cost extra?

That is a variations listing - you create a pull down menu where the buyer selects from the list. Each item in the list can be a different price.
You can put up to 250 selections in the list, but when you get over 200 it gets hard to handle, so I would start with fewer items.
The 1 listing with many items to select from counts as 1 insertion, there is no extra charge.

I can't find any quick listing tool anywhere, so I am lost before I even begin.

The quick form is probably what you use now. So just start a new listing. If it is the quick form, there will be a link in the upper right that says switch to advanced, or switch to business tool.
If it has 3 dots in the right corner, you are already on the advanced form. Click the 3 dots, then click settings and slide the button next to variations.
Most of it is just like creating a regular listing.
