item says delivered but was never received

Contacted the seller several times but never received a response. After requesting a refund a day after the item delivered, the listing was deleted.

I tried reaching out to eBay, but there are no options to speak to a rep-- looks like I'll need to wait until the 11th for them to step in. Just not sure what my options are right now.
