Can't reach seller. How can I reach someone on Ebay (Phone number) to ask what's going on.

If it is past the last estimated delivery date and there is no delivery shown in tracking, you should be able to start an eBay case here:

If tracking does show delivery, follow up for further instructions.

You cannot call directly, but you can request a call back from eBay if you are in the US:
