it's been 3 days since Seller has had the return- Ebay said they'd step in to help

Finally figured out how to get to the chat feature,  only to have an automatic response saying, I can not proceed until One more day.  How do I email Ebay?   how do I report this?  it's so frustrating to try to get help here.   WHAT is the phone number for Ebay?

The seller gets 2 full business days to refund.  The weekend doesn't count.  If he received it Monday, he has through midnight tonight to refund, then eBay will process the refund.
