I can tell it's 100% a SCAM if a seller listed an item on another site and said eBay is handling the sale.  eBay has nothing to do with sales on other sites.

Where did you see or hear this?  It sounds like something an eBay Customer Service representative would say he's forwarding your issue to.  Or maybe a fake representative, if you called a number you found on the internet.
