internationally selling, global program, buyer rejected

I am enrolled in the global shipping program. A customer is being blocked from purchasing from a country that is on my inclusion list. This is my first international sale. What is wrong?

I looked at 2 of your active listings.  You have a long list of excluded countries.  The 2 active listings I looked at only shipped to the USA.  I believe vacuum tubes are restricted to most countries.
