i received a late item after tying to cancel it for late delivery. its a nice vest but too small

wont let me start a return because i cancelled my cancel request when the date was approaching for delivery now item arrived and its at least  two sizes too small

There is no option to cancel for late delivery, so you must have opened a return request, and then closed it.

You can not open another return.

If the seller sent you the size you ordered, then there is no way for you to return the item. If he sent you the wrong size, you can call your credit card issuer and ask them to open a dispute for the wrong item received.
