If you see transactions in your eBay Purchase History that you did not make, contact eBay. eBay can only help with your own eBay account, though.
If you see charges on a credit card bill, but no corresponding transactions in your eBay Purchase History, contact your credit card issuer for more details of the transaction or to dispute the charges and get a new card number issued.
