Sellers can set their buyer requirements to automatically block users who have received two or more Unpaid Item Strikes in the last 12 months. Not all sellers do this but most do. Strikes last for 12 full months so once you are down to one strike you will be able to bid or buy again. You can probably find a seller without the block but it may be hard depending on what the item is.

If you’ve received 2 or more nonpayment strikes within the past 12 months … you’re going to find yourself blocked from bidding by most eBay sellers.
Nonpayment strikes remain on our account for a year … so you should be able to bid freely again once all but one have aged off your account.

You pay for your orders within 4 calendar days of when they become payable (acceptance of an offer, won an auction, committed to Buy It Now including by requesting a total from the Cart).
