how to setup simple Postage and handling

Dear Community

The last time I listed an item to sell on ebay, setting up Postage was simple. Now its very complicated and I have no idea what to do.

I would  like to setup Postage & Handing as like the example, and also include setting up International Postage.

Note - This link has the example of Postage & Handling I would like. Note I had a screen shot to upload, however I did not know how to upload images to this post.
