people lying about their locations? Seller is claiming they are in the US but they are clearly shipping out of Japan. I would never have purchased from them. They also wont cancel it even though its not been shipped

Each listing has a "Report item" link that can be used to report policy violations.

If an item does not arrive by the last estimated shipping date, you can file an item not received case. If the seller does not respond or cannot provide tracking showing progress, after a few days you should be able to ask eBay to step in to obtain a refund.
You can often spot sellers that claim to ship from one location but actually ship from another by checking the seller's registration location on the seller's feedback page, reading feedback comments, or noticing an exceptionally long shipping estimates. Not all sellers registered overseas ship from that location -- some may have US warehouses to ship from -- but a registration address overseas raises the likelihood of an item shipping from outside the US. Some US-registered sellers may drop ship from overseas as well, though.
