how to create a send offer

How do I create a send offer?  Out of many listings I have, only 3 allowed a send offer.  How do I create a send offer to the remaining listing I have??

I don't know the algorithm that ebay uses, but a buyer has to place a listing on their Watchlist and have it there for x number of days before ebay will display the option for Listings eligible to send offers

If a buyer asks you a question in ebay Messages, there is often a link to REPLY WITH OFFER.
