how to cancel a return in progress

Buyer wanted to return item and be refunded.  I agreed. I sent label to ship item back. Now the buyer would like to keep the item and not be refunded. I  agree. 1. How do I cancel the return in progress? 2. Is it possible to void the $4.43 return label and be refunded that money?

You will not be charged for the shipping label unless the buyer uses it.

You can't close the Return Request, you need to let the buyer know that they need to close it.
