What should I do if the buyer never updated their shipping address with ebay and the package was returned due to no forwarding order on file with the post office. Am I responsible for additional postage cost to resend? Buyer has not filed a claim with ebay for not receiving package but has complained to me about not receiving.

I would refund the item price only (In your list of sold items, select send refund next to that item), and send the buyer a polite note explaining that you received the item back, have refunded the item cost and will relist if they want to purchase it with the correct address. Explain that the PO does not refund the postage you paid when they have to return a package, so you are not able to refund their shipping.
If the buyer then opens a not received claim, contact customer service and explain the bad address. They should close the claim in your favor, since the buyer is responsible for providing the correct address.
