how do i get help from ebay with an unresponsive seller?

i follow the steps, but i get error when selecting the item i wish to report. their customer support system isn't very help.
my problem:
- seller was responsive to my initial question with interest to purchase
- paid for item (this is an international seller from australia)
- wait a week, check to see if it's shipped. nothing. pose a simple question for an update. no response.
- waited an additional 2-3 days and pinged again. nothing.
- messaged again after seeing no shipping movement or feedback in 15 days. my latest explains the situation and asked for a cancellation/refund, but i'm not expecting a response.
what do i do? how can i contact ebay with a form rather than these useless selections under help/support?

There is nothing you can do until it is past the estimated delivery date. eBay can not cancel your purchase, and they can not contact the seller for you.
After the last expected delivery date, but no more than 30 days after the last expected delivery date, go to your purchase history - select 'I haven't received it' and follow the prompts.
The seller has 3 business days to provide tracking that shows delivery, or a refund. If he doesn't, go to your case and click 'ask us to step in'.
