Your active Third Party (3P) permissions can be found in your account settings, at the bottom of this page:
https://accounts.ebay.com/acctsec/security-center
However, if any 3P permissions have expired, they will not appear there and you will need to visit your external 3P account to reactivate your eBay access tokens for that 3P application.
If you have an application that was designed for you by a developer, and if you have your own server, you may actually be your own 3P provider, but you will need to determine if that is the case, as that my require a more convoluted reactivation.
