how do I get proof from ebay that a label they provided was used for prority shipping on an iten that was lost by the USPS

You can print a receipt for the label. If you pay from pending funds, go to your payment account - https://www.ebay.com/sh/fin/summary - click on the label purchase to see the purchase record with a reference to the order. If you pay for labels through PayPal, go there to print the purchase record.

Then use your order details page to show the value of the item - it also references the tracking #, so everything is tied together.
