how can I add an authorized user, is still asking me for the 2 step verification, but is ON

I try to add an user to my account, but when I go to permission, it show I need the 2 step verification, but I did that already, email, phone and the app, but still asking about it, now when I go to the help option to access on that, it show me a page that said: "You are not authorized to view this page."

do someone run into this issue?

@whiterock_8   Go to My eBay > Summary > Account, and click Permissions under My Account to invite your users and grant them permissions. With multi-user account access (MUAA), you can grant other eBay users access to your account by sending invites from the Account Permissions page in My eBay.

But I did that already and on that page that page under permission, it says that I need the 2 steps verification and I'm not authorized to see that page, and I verified my 2 steps already
