global shipping program problem

I have someone in France that is trying to buy an item but keeps getting

"sorry, this item can not be shipped to France. You are unable to bid on or buy this item because the seller has specified that this item cannot be shipped to addresses in France"

All my items are set up to be shipped thru the global shipping program.  France is on ebays list of countries they ship to with this program. 

Anyone know why it is giving him that and not letting him buy? It's an astronomy magazine if that matters..

The GSP has been replaced with some other service.   https://www.ebay.com/help/selling/shipping-items/setting-shipping-options/ebay-international-shippin...     The only part of France I see on your listings (I sampled 3) is  Saint Pierre and Miquelon.
