getting the run around on returning a damaged item

I bought a brand new chainsaw on eBay. I recieved a chainsaw covered in engine oil. I cleaned it up and was thinking about still keeping it but when I put gas in it to try it gas started pouring out,there is a hole in the gas tank of the saw. This of course is very unsafe and the saw is defective. I've asked to return the saw multiple times over a few days and I've gotten an average of 4 form letters a day saying basically nothing in bad english,with no answers to my requests.they also offered me $20 to have it fixed by a local place but I've said over and over I want to return it.the ad said they do accept returns but I can't get one. What do I do? I filed a return form with eBay and that says I should send the saw back but I feel the seller should confirm i will get a refund before I send it back.
